Doug Kowalski
General Counsel
Doug Kowalski joined Ports of Indiana in 2024 as the General Counsel, where he oversees all legal affairs for the statewide port authority.
Previously, he worked as an attorney at the Indianapolis law firm of Kroger Gardis & Regis, with a focus on practice areas including municipal law, corporate law, and real estate. There, he served as general counsel for local governments and as special counsel for complex litigation matters, providing advisory services on special taxing districts, infrastructure financing, and tax-exempt bonds.
Before that, Kowalski served five years as Chief of Staff at the Indiana State Board of Accounts and worked as Corporation Counsel for the City of Indianapolis under Mayor Greg Ballard.
Additionally, Kowalski served as a public defender in the major felonies division of Marion County and also worked as the executive secretary and hearing judge for the Alcohol and Tobacco Commission (ATC). He also served on the Indiana General Assembly Summer Study Commission, which made recommendations for revisions to Indiana’s alcohol laws.
Kowalski earned his law degree from Indiana University School of Law and a bachelor’s degree from Wabash College, and he is a member of the Indianapolis Bar Association, Indiana State Bar Association, and National Association of Bond Lawyers. He and his wife have three young children and live in Indianapolis.
