Commission Vice Chairman

Former Indiana Congressman Luke Messer was appointed by Governor Eric J. Holcomb to the Ports of Indiana Commission in 2024.

Luke Messer was first elected to the U.S. House of Representatives in 2012 and served three terms as Indiana’s 6th District Congressman, serving on House Committees for Financial Services, Education and the Workforce, Budget, and Foreign Affairs. Before that, Messer served in the Indiana House from 2003 to 2006. A native of Evansville, Ind., Messer earned a bachelor’s degree with honors from Wabash College and a juris doctorate degree from Vanderbilt University. He is a partner in the Business Services, Labor and Employment, and Financial Services Groups at the law firm Bose McKinney & Evans in Indianapolis.

Guided by a call to serve, Luke Messer is Senior Vice President of Corporate Affairs and General Counsel at Prolific, where he oversees legal matters and leads government relations and public affairs for Prolific and its anchor agency, JDA Worldwide. Since joining the firm in 2025, he has helped lead strategic initiatives connecting Indiana’s business community with global technology and innovation ecosystems, including the firm’s partnership with Iron Nation, which links Israeli venture investors and technology companies with Indiana’s corporate and institutional partners to support U.S. market entry. A former member of the U.S. House of Representatives and the Indiana legislature, Luke is also a Principal at Bose Public Affairs.
