PROFESSIONAL ENVIRONMENTAL CONSULTING SERVICES FOR FASTLANE AND PIDP GRANT PROJECTS AT PORTS OF INDIANA – BURNS HARBOR AND MARINE HIGHWAY GRANT PROJECT AT PORTS OF INDIANA – JEFFERSONVILLE

PUBLIC NOTICE / NOTICE TO PROPOSERS

Notice is hereby given that the Ports of Indiana (“POI”) is issuing this request for qualifications (“RFQ”) for professional environmental consulting services for the FASTLANE Grant Project and the Port Infrastructure Development Project at the Ports of Indiana – Burns and the Marine Highway Grant Project at the Ports of Indiana – Jeffersonville for which POI is seeking well-qualified individuals and/or firms.

POI will accept Statements of Qualifications (“SOQs”) at 150 W. Market Street, Suite 450, Indianapolis, IN 46204, or via email to ahermer@portsofindiana.com from consultants until 10:00 a.m., Eastern Standard Time on November 24, 2020 (“Response Due Date and Time”), after which time the SOQs will be evaluated and the applicants qualified utilizing a qualification-based selection process in accordance with the consultant selection procedures described in this RFQ.


POI intends to select three (3) or more qualified firms with whom to discuss anticipated concepts and to compare alternative methods for furnishing the services identified in the RFQ. From those firms, based on the criteria established in this RFQ, POI will select, in order of preference, the firms that it considers most highly qualified to provide the consulting services identified herein. It is POI’s intention to attempt to negotiate a contract with the most highly qualified firm selected including compensation which POI determines is fair and reasonable. If POI is unable to negotiate a satisfactory contract with the selected firm, POI will formally terminate negotiations and then undertake negotiations with the next most qualified of the selected firms, repeating this process until no more qualified firms remain or POI decides to terminate the process. In determining fair and reasonable compensation, POI may consider the scope, complexity, professional nature, and estimated value of the services to be rendered. POI reserves the right to reject any and all SOQs and to waive any technicalities and informalities at its sole discretion.

(A) Form of Professional Consulting Services Agreement;
(B) Site Plans depicting Project areas;
(C) NEPA Review Categorical Exclusion Checklist;
(D) Maritime Administrative Order No. 600-1;
(E) Wetland Delineation Report;
(F) Selection Rating Sheet;
(G) DBE Participation Certification Form; and
(H) FASTLANE
