Notice is hereby given that the Ports of Indiana (POI) is issuing a request for proposals (RFP) for Professional Consulting Services for the partially federally-funded project at the Port of Indiana-Jeffersonville located in Clark County, Ind., described more specifically herein, and that POI will accept Letters of Interest (LOIs) at the office of the Port of Indiana-Jeffersonville , 1402 Port Road, Jeffersonville, Ind., 47130, or via email to ehamilton@portsofindiana.com, from consultants until 10:00 a.m., Eastern Standard Time on January 31, 2017 (Response Due Date and Time), after which time the LOIs will be evaluated and the applicants ranked utilizing a qualification-based selection process in accordance with Public Law 92-582 (Brooks Act) and in accordance with the consultant selection procedures described in the RFP.

The project scope includes approximately four miles of new rail improvements, a truck/railcar to barge loadout facility including enclosed dump pit, conveyance system, and new sheetpile cell, and a 3-acre paved truck-to-rail intermodal yard at the Port of Indiana-Jeffersonville. The scope of work for Professional Consulting Services includes land acquisition services, topographic land surveying, completion of field geotechnical investigations, structural design of bridge, railcar/truck loadout facility, and waterfront cell structures, wetland mitigation services, railroad at-grade crossing design, final engineering of proposed railroad and intermodal yard improvements, preparation of construction plan drawings and technical specifications for all the work described above, and construction observations.

A Professional Services Agreement for this work shall be awarded or rejected upon conclusion of negotiations with selected consulting firm in accordance with procedures described in the RFP. The Ports of Indiana reserves the right to reject any and all LOIs.
